Who we are

JQL Consulting, LLC brings a rigorous business lens to work that advances social impact and civic engagement. Our work spans management consulting and civic dialogue programming, which can be delivered independently or designed to reinforce one another, depending on context and need.

We partner with nonprofits, public institutions, and businesses of all sizes pursuing impact-driven initiatives. While our work is concentrated in healthcare, education, and social services, we serve organizations across sectors and at all stages of the social impact journey.

JQL Consulting is a founder-led practice, with all work led directly by June Liu.

June Liu brings over 15 years of experience working across healthcare, education, and social services, with a focus on strengthening programs that support civic participation and community-level outcomes.

Her experience includes delivering best-in-state outcomes in a $35 million Medicaid pay-for-quality program, developing analytical frameworks to address wage gaps among college-educated adults, and identifying gaps in social-emotional competence assessment across public school districts.

June’s corporate background includes management consulting at Bain & Company, where she developed billion-dollar customer strategies, supported nine-figure revenue growth, and helped close over $100 million in budget shortfalls.

Her career began in health policy and continues to be informed by active engagement in policy and civic discussions. Through this work, she observed how trust, communication, and conflict shape whether groups are able to engage productively in complex problem-solving. This insight led her to create Civic Self, a program designed to facilitate constructive engagement across difference, including political divides.

She holds a Master of Public Health from UTHealth Houston and dual bachelor’s degrees in Biochemistry and Cell Biology and in Policy Studies from Rice University.

This includes active engagement in local professional communities, such as Impact Hub Houston and the Coalition for Connected Care, that support collaboration across sectors and disciplines.
